Are there any limitations to the adoption of UWB devices in vehicles in Europe / US?

A customer is concerned that UWB devices, when mounted on ground vehicles, can only be used as communication devices (e.g. ranging?) and not as radar devices.

Looking at EN302-065-3 and the EU decision (https://eur-lex.europa.eu/eli/dec_impl/2024/1467/oj/eng), there is no such distinction, and the usual limits apply; however, I would appreciate confirmation.
